Here are the executables for ISpell 3.1.2 for DOS and Windows 95/NT.
The binary Esperanto dictionary is in the file isp_eo.zip.

By default the program expects the dictionaries to reside in
c:/usr/local/lib/, but you can change this by setting the environment
variable ISPELL_DICTDIR, e.g.
   set ISPELL_DICTDIR=D:/Uti/ISpell
(yes, you MUST use slashes and NOT backslashes in the path).

If you use Windows'95/NT, you must rename eo.has to eo.hash or
set the environment variable LFN:
    set LFN=n

Under DOS you shall need the programs CWS*.EXE (which you can find here).

It is advisable to rebuild the dictionaries from the sources with
buildhas.exe, because the Unix internal representation may prove
incompatible with the PC version.

ISpell can be used both through NT-Emacs and in the stand-alone mode.

I have added a new option: -H, which is useful for the stand-alone
mode. It makes ISpell ignore all the HTML tags (as in emacs's sgml
mode). You can use the environment variable ISPELL_OPTIONS to make
it default:
    set ISPELL_OPTIONS=-H
